Chief Warrant Officer Marc Boucher was born in Greenfield Park, Quebec, on 22 March 1976. He enrolled in the Canadian Armed Forces in Montreal in 1997 and, after completing his infantry training, was posted to the 1st Battalion, Royal 22e Régiment, in December of the same year. In January 1998, he took part in operations supporting civilian authorities during the ice storm crisis, which had severely affected southern Quebec and Ontario. In 1999, he was deployed to Bosnia and Herzegovina as an infantry soldier.

In 2001, he transitioned to the occupation of Meteorological Technician. Upon completion of his initial training, he was posted to 8 Wing Trenton, Ontario. In 2006, he deployed to Afghanistan with the TUAV SPERWER tactical unmanned aerial vehicle system, where he supported the 1 PPCLI and 1 RCR Battle Groups during Operation MEDUSA.

In 2007, he was posted to Canadian Forces Base Valcartier, where he served with the meteorological section of the 5e Régiment d’artillerie légère du Canada (5 RALC). Deployed to Afghanistan in 2009, he supported the regiment’s artillery operations and worked closely with U.S. forces. Following the earthquake in Haiti, he participated in Operation HESTIA in 2010 before being posted later that same year to the Canadian Forces Leadership and Recruit School (CFLRS) as an instructor. In 2015, he was appointed Meteorological Inspector at Canadian Forces Intelligence Command in Ottawa and was admitted to the Order of Military Merit the following year. In 2018, he was posted to the Canadian Forces School of Meteorology at 17 Wing Winnipeg, where he served as the Standards Chief Warrant Officer.In 2018, he transferred to the Canadian Forces School of Meteorology at 17 Wing, Winnipeg, MB, as the Standards Master Warrant Officer. 

Promoted to his current rank on 22 June 2020, he was subsequently posted to the Manitoba–Saskatchewan Transition Unit as the Unit Chief Warrant Officer. In 2023, he was appointed as the 23rd Chief Warrant Officer of the Canadian Armed Forces Leadership and Recruit School (CFLRS). The following year, he graduated with distinction from the University of Manitoba with a Bachelor of Arts in Geography. In 2026, he assumed the position of 39th Regimental Sergeant Major of the Royal Military College of Canada in Kingston, Ontario.

Alongside his military career, Chief Warrant Officer Boucher has served as a volunteer with St. John Ambulance since 2001. His commitment led him to serve as Provincial Director for Quebec from 2011 to 2014. In recognition of his service, he was appointed a Knight of Grace of the Most Venerable Order of the Hospital of Saint John of Jerusalem and was also named an Honorary Aide-de-Camp to the Lieutenant Governor of Quebec.
